Project Neon is Nevada’s most ambitious transportation initiative to date — a nearly $1 billion design-build effort that reconstructed and widened about 3.7 miles of Interstate 15 between Sahara Avenue and the “Spaghetti Bowl” interchange in Las Vegas. The upgrades included ramp braiding, redesigned interchanges, expansion of HOV lanes, improved drainage, and the installation of 42 active traffic management (ATM) signs to dynamically manage congestion. Daily traffic through this corridor exceeds 300,000 vehicles, making the project critical for regional mobility, safety, and future growth.

The project was delivered through a design-build approach led by Kiewit as the general contractor and Atkins as the lead designer, with Jacobs serving as owner’s engineer and consultant during several phases. Among the project’s major achievements were traffic-flow optimization, enhanced safety, and reduced merging conflicts in one of Nevada’s busiest urban corridors. Completed in 2019, Project Neon stands as a benchmark for large-scale highway reconstruction in the state, significantly improving travel time reliability and connectivity across Las Vegas.
